President’s Rule in Manipur:

  • The Lok Sabha passed a constitutional resolution confirming the imposition of President’s Rule in Manipur.
  • In the north-eastern state of Manipur, major riots broke out in 2023 between the Maithili community and the Kuki tribe.
  • Since then, the conflict between the two groups has continued.
  • On February 13, the Legislative Assembly was suspended and President’s Rule was imposed.
  • The President took this step using the power under Article 356 (1) of the Constitution.
  • Since the state government usually does not run under a Chief Minister but under the President, it is called Presidential Rule.
  • However, the executive powers are transferred to the Governor of the state, who runs the government.
  • He appoints advisors, retired government officers, to assist him.
  • Generally, the policies of the central government are followed.
  • Article 356 empowers the Central Government to dismiss the State Government and impose President’s Rule when the constitutional institutions of a State are not functioning properly.
  • According to this article, the Central Government has the power to dismiss the State Governments when the constitutional institutions of a State are not functioning properly.
  • Article 365 It is lawful for the President to consider that a situation has arisen where the State Government is unable to function following the rules as a result of failure to comply with or implement the directions given by the Union.

Coastal Shipping Bill: Passed in Lok Sabha

  • The Coastal Shipping Bill 2024 was passed in the Lok Sabha.
  • This bill has been brought to improve maritime trade.
  • This bill has been prepared in accordance with international standards after studying the laws followed in the United States, Australia, and Thailand.
  • Fisheries/fishing have been excluded from the definition of coastal trade in this bill.

Waqf Bill passed in both houses of Parliament:

  • The Waqf Amendment Bill has been brought by the central government with the aim of ensuring transparency in the management of Waqf properties donated for socio-religious purposes in the country.

April 4: International Mine Awareness and Assistance Day for Mine Action.

  • Every year, April 4 is observed by the United Nations.
  • It has been declared a day to create awareness and provide assistance on landmines and explosive remnants of war.
