Importance of India-Canada Bilateral:

Central Government Considers Releasing Governors:
- In the third term of the government led by Prime Minister Narendra Modi, the central government is coming to relieve the governors who have completed their five-year tenure.
- As the post of Governor and Deputy Governor is the constitutional leadership post at the State and Union Territory level, the appointment is directly made by the President.
- Those appointments are often based on consultation with the Prime Minister.
- Currently senior political leaders, retired army officers, IAS and IPS officers are being appointed as governors.
- According to Article 156 of the Constitution of India, the term of office of the Governor appointed by the President is five years as specified in Section 3.
- The first sub-section of the same provision states that the Governor shall hold office as long as the President wishes.
- However, as per Article 156(1) of the Constitution, they are considered as successors in office at the discretion of the President.
- According to Article 153 of the Constitution of India, each state has a Governor.
- This provision does not restrict that a single person can be the Governor of two or more states.
- In the states of India, generally, the Governor is appointed by the President of India as per the decision of the central government.
- The Governor is sworn in by the Chief Justice of the High Court of the State in which he takes office.
- In his absence the Senior Judge next in rank or in the State will deputize.
National Learning Week:
- Prime Minister Modi will inaugurate the ‘Karmayogi Saptah’ National Learning Week to give a fresh impetus to the skill development of government employees and government institutions.
- Mission Karmayogi or the National Program for Civic Works Skill Building was launched last September 2020.
- The scheme, which has seen progress since then, is improving the capacity of civil servants to global standards.
- National Learning Week will be the biggest event to give new impetus to skill development of government employees and government institutions.
- It aims to create a ‘one government’ stance, align authorities with national goals and promote lifelong learning.
Preventing Child Marriage Act Can’t Be Controlled: Supreme Court
- The Supreme Court held that the Child Marriage Prevention Act cannot be controlled by the personal laws of any religion, and that child marriages are a deprivation of the individual’s right to choose their spouse.
- The Prevention of Child Marriage Act is a law passed in India to prevent child marriage.
- It was introduced as a draft law by the British government in January 1891 and passed into law on 28 September 1929.
- An Indian from Marwar, Rajasthan named ‘Rai Sahib Harbilas Sharda’ presented the draft law.
- According to this, a girl should be fourteen years of age and a boy should be eighteen years of age to get married.
- This Act came into force from 1st April 1930.
- Currently the marriageable age for women has been changed to 18 and for men to 21.
- This law can prevent child marriages.
- There is no way to annul marriages that have taken place.
16th BRICS Summit:
- BRICS is an international grouping of developing countries that emerged in 2010, including the BRIC countries and South Africa.
- Brazil, Russia, India, South Africa, China, Iran, Saudi Arabia, Ethiopia, Egypt, United Arab Emirates are members of BRICS.
- The 16th Summit of the Federation will be held in Kazan, Russia on October 22 and 23.
- This year’s theme of the Summit is: ‘Strengthening Multilateral Advocacy for Global Development and Security’.
- The conference will provide an opportunity to assess the progress of initiatives initiated by the BRICS consortium and to explore the possibilities of future cooperation.
